I'm afraid there is no such animal as the "best ISP" for a whole town or city.
You need to be more specific about areas or urbs but even then one mans glowing recommendation can be his next door neighbours "don't touch with a bargepole".
What do you think you need for satisfactory streaming, most seem to grossly overestimate?

4mb is fine for streaming, higher needed for HD, and much higher for uhd.
"best" - depends if you want best price, best service, best speeds....usually noone covers all "best".
best for speed is fiber, then 4g, then adsl, then "wireless" providers. So depends what you have available in your area.

Yes you are right. I mean best in quality not price. We do not have Fibre in the hills of Calpe. Our current service is via satellite and while Moviestar claims they are delivering 4g I have constant buffering and dropped signals!

Satellite internet will always have buffering issues, considering the distances the data needs to travel. Dont think Movistar did satellite internet anyway.
4g is via mobile phone signals and masts, so depends on where you are located in relation to your nearest mast, and where in your house your 4g router is... middle of the house with many walls is not good for a 4g signal...so it may be as simple as moving your 4g router somewhere else for a better signal...

I have a redundant 4g router plus a pair of top quality outdoor antennas to go with it, I used to use it in France where I had similar problems in getting a decent service.
If you're pulling in 4g with a device on its internal antennas or 'rabbit ears' locally attatched to it than putting up an outdoor array will massively improve performance.

We are pulling in 4g via satellite from Moviestar. If I add an antenna to my device do you think it would improve performance?
Some confusion here I think as satellite and 4g are two entirely different things!
If you are satellite you will have a dish pointing into the sky exactly as you would for Sky TV.
If you have WiMax you will have a small dish, or possibly a squarish panel, outside and pointing horizonally to the mast where the signal is being transmitted from.
If you have no dishes or other external antennas, as you seem to imply, then you have 4g.
Difficult to advise further until its clear what you actually have!

You are right I may have confused issues. Our tv programs are delivered via satellite and our Internet/wi fi is delivered via a modem, both thru Moviistar.
They claim to be giving us 5g which should be ample for me to stream via firestick. Sadly it is not. It is hit and miss depending on day or time of day.
Therefore I was wondering if I could boost the signal via rabbit ears or any other device.
