Electrical Work - Boletin

We've had new electrical cables/sockets installed in our flat and received a Boletin as required when we requested an increase in the electrical power supply. 

But I am confused as to how the electrician, that signed off the Boletin, checks that the new electrical works are safe ?  He didn't bother entering the flat or plugging in some meter into the sockets like they do in the UK.

Has anyone had a different experience when the electrical engineer signed off your own Boletin?

Also, we wish to double check whether our wiring is indeed safe before we try and sell the flat. Any recommendations on what we should do?

Hi Keith,

Are you saying that the electrician who provided you with the Boletín (Electrical Installation Certificate) to apply for an increase in your Potencia, was not the same one that did the upgrade?  That's unusual - unless the electrician who did the upgrade doesn't hold a ‘Carné de instalador’ (installer's license)?  They would also need to be registered with the ‘Ministry of Industria’ in order to obtain the certificate.
