Try OCU . ( Spanish consumers organisation ) They should be able to help or to refer you to someone who can. They helped me in the past but l have no more their details but sure that you find their contact on internet. If you contacted them, it would be nice to get their details and the results of course . You can fill out the OCU in your region form online attach details pics etc
If you contact iberdola and say the readings dont add up they can send out their technician its about 70 euros its free if they find a fault your son must be there in person when their tech sees he should be the proof needed
I had a neighbout that changed gas companies a while back and used my cup number by accident talking to a million departments will get ypu no where i finally got things sorted in a 5 minute face to face appointment just try and get the ibedola tech appointment with the day your son is around face to face is the best way as the customer service people cant or wont make decisions good luck

Maybe it wouldn't be soooooo boring if it was happening to you. A lot of money has been lost over this situation and we all wish the OP gets it sorted quickly. If you can't add anything constructive don't bother replying.
