Exchange of Driver's Licence

I have tried repeatedly to log into the DGT website with the intention of making an appointment to exchange my Driver's Licence for a Spanish one. Has anyone succeeded in making an appointment for the licence exchange in Alzira please? Any help would be most welcome as we have a very ill relative in Nottingham and we are trying to make plans to return to assist him. Thank you.
