Dogs react better with positive reinforcement, so try somehow to become friends with this dog. Throw him a few treats every time you see him and speak in a nice tone. Poor dog has lazy, inconsiderate owners that don't care about the neighbors or neighborhood. Let us know how it goes.

Lately, it seems one a day in the British Press where dog owners and others are savaged by dogs, some even killed by them.
Good owners makes no difference.

I don't agree, good owners do make a difference. There are instances when dogs belonging good owners have caused problems but the vast majority of problems caused by dogs are due to owners that do not control their dogs correctly. Training helps enormously but even a poorly trained dog is manageable if the owner handles it properly. (in my experience).

Sadly today, many dogs are interbred and others are not trained, some dog owners are nice people but they haven't a clue about training. Dogs are pack animals and the owner must be the pack leader, it really is that simple. Others see them as child subsitutes, which they are not. Many people in the Uk during covid bought a dog, when it ended, many gave them up as they had to return to work and had no-one to let them out in the day. Some breds need a lot of exercise and stimulation, otherwise they can become destructive. If there are tensions in the household, that can also influence a dogs behaviour, especially aggressive shouting or fighting.
