To test this out, I called a different gestor, who also told me the requirement was €9k each. When I mentioned the lower financial requirements of a Family application, the second gestor told me that Alicante is only progressing individual applications, which explains the requirement for €9k each.
However, as Jim has said, we need feedback from members who have made first-time residencia applications, but it may explain why you're receiving conflicting information.

Kim, the procedure for new residencia applications needs clarifying.
The BOE that introduced the new procedures is quite clear about the system applicable to those who already have residency, but for new applicants it just looks strange.
It says that applicants, which includes family members who are UK citizens, should apply for residencia using EX-20, without paying a fee.
There is a field on the EX-20 to apply as a family member, which says:
'Nacional de Reino Unido, familiar del otro nacional incluido en los apartados anteriores'
But there isn't anywhere in 'los apartados anteriores' to enter details of the person with whom the applicant is claiming a a family relationship. There are however two supplementary fields. One in which to enter the NIE of the person with whom you are claiming a family relationship, and another in which you would presumably enter that relationship, e.g. spouse.
It then goes on to say that once an application is accepted, they then have to apply for a TIE using EX-23, this time paying the fee.
Is it only myself that finds this a strange system?
