We retired to Denia last year and are currently renting a property while searching the area for the right spot. We have our NIEs and temporary SIP cards which are valid until the expiry of our EHIC cards in July. We have a few questions relating to application for residency/padron etc.

1. Is there a specific order for carrying out these procedures?  What are the costs involved and what paperwork is required?

2. Do we need to  renew EHIC cards before getting permanent SIP cards?  What is the procedure for getting doctors' notes from UK sent to Spain?

3. Are there any forms required from UK officials (DWP, HMRC, banks etc)?

4. If we go through the procedures for residency, do we have to do it all again when we find a permanent property (still likely to be within 15km of Denia)?

1 - yes

2 - once you take up residency then the EHIC is invalid

3 - no

4 - no, but you should notify change of address

However, at the moment it's impossible to make an online appointment for a residency application.
