We pay 30 euros every 3 months with Sabadel

I pay 30 euros every 3 months too. Frustrates the heck out of me, wish I'd paid more attention to their charging policy when the account was set up for me.
All Banks charge if you are none resident as far as I am aware part of this is a government tax, even if you are resident you must pay a certain amount in per month for free banking again as far as I am aware with Sabadel this is 700 euros.
