Distressed dogs

We have a holiday apartment on the outskirts of Guardamar and are very concerned re the welfare of numerous dogs that are being kept adjacent to a large white static caravan that appeared on finca land at the side of the CV91 just before lockdown. We assumed someone was planning to develop the land, however despite gates being build, a Spanish flag being erected and a bbq there has been no sign of occupation, however there are now numerous dogs that bark non stop from dawn to at least 9 am when we assume someone comes to feed them. We are very concerned for the welfare of these animals - but as elderly pensioners are wary of going to confront anyone who may appear at feeding time for fear of their actions. Has anyone any knowledge of Spanish law pertaining to this sort of situation ?  or any other suggestions as to what we can do?

You could contact the Guardia Civil, who have a branch called Seprina which is responsible for animal welfare, protecting countryside etc. If the animals are maltreated they csn take action, but unfortunately dogs barking can be a feature of life here.

Each household is only allowed 5 pets so do call Seprona if there are more than that.

Many thanks, from the variety of barks I think there are more than this - but we can’t really see, just hear ! They must be starving in the morning though from the constant barking

Just be aware that dogs who were not trained will simply bark all the time - they may not be starving.
