I'm not an expert on how long a property has to be left unattended, and whilst I can sympathise with the local residents who are suffering, I think you know what I was getting at. After all it is "someones" property and whilst I am similarly unqualified in Spanish law I would imagine that interfering with such is the equivalent of trespass. I would leave it with the local authorities to deal with.

Before their lavae ( turn to clouds of mozzies ) Iwould suggest deal with them before asking. I believe for sure, there will.be plenty of the stagnant pools, planters & buckets.after the recent storms. Can't deal with them all. A few less will help. Villas.

I have absolutely no idea which is why I suggest letting the authorities deal with it. I think it's unhelpful and somewhat irresponsible for people to suggest that you go interfering with someone else's property in order to resolve the issue. If you had something within the confines of YOUR property that a neighbour considered an irritant, I'm sure you wouldn't want someone dealing with it or resolving it to their satisfaction in your absence. It must be a nightmare for yo, but there must be local pest control or similar for such matters. I recently saw a similar type of company lifting manholes on our road and checking them out so the local authorities must employ someone in that kind of capacity.

If as the O.P has suggested, the owners have abandoned the property and the Police have not helped, then I would take action on some of the mentioned remedies.
If the owners eventually turn up I would then charge them for the Mozzie cull, and tell them i didn't want to have the same problem next year.

I had the same problem back in the old Country a while ago with mozzies breeding in some water butts down the garden.
I have no doubt diesel will work as what you are trying to do is put a film on the surface of the water to block their breathing tubes.
I actually resorted to paraffin (kerosene) and it worked a treat. It is not as oily or smelly as diesel. Just throw a couple of cup-fulls across the surface and the breeze will do the rest. You can always chuck a bit more in later if needed.
I doubt chlorine tablets will work because without the pump there will be no water circulation and they will just slowly dissolve on the bottom.
I would not worry about a film round the edges of the pool as if the owner does come back he will have to clean it out anyway.

Thanks classic man one of the best replies and the option chosen was the eco friendly one a vegetable oil.
Thousands of dead black items bobbling near the surface rather than swimming just below.!

You will need to keep an eye on the pool as the veggie oil will disperse.
The more dead mozzies the better!!!
