What is latest situation on rubbish disposal

I went to the local tip recently armed with my Green Card, Passport and a car full of rubbish including green waste only to be told I could only dump the green waste there.I have also noted there are no longer any oil waste disposal points. So does anyone know where to dump general rubbish, oil etc. Useful items are still picked up by the white van men from the bins
Is this a new scheme by our local council to save money or am I missing something obvious
