My husband and I have just bought a house in La Romana and are eager to obtain residencia. We live in France and have permanent residency there under the withdrawal agreement. We have been told we need to apply for a non-lucrative visa. The foreign offices in Alicante said we must contact the embassy in France as we are residence there. They sent us a link to information but said contact the Spanish embassy in London. I have had no answer from them! I also contacted the British embassy in Spain. They at least said they have forwarded our request to the visa department. But we have heard nothing since!

Can anyone advice us on how to move this forward or if they have had similar issues?  I feel we are going in circles and not getting anywhere.

All applications now start in the UK so I would keep trying to contact the Spanish Embassy in the UK. Unfortunately you may finish off returning to the UK to start the process of applying for Spanish residency. Good old Brexit the gift that keeps on giving.

Have you tried conntacting the Spanish Consulate in Manchester? I had a reply withing 30 minutes. Although i have to tell you the paperwork involved is applying for residency is daunting and you should allow 2-3 months to it all together.
