Where can I find the correct address, telephone number and email address for the UK HMRC office that handles inheritance?
Does Spain have a bilateral inheritance tax arrangement with the UK, so a person is NOT taxed twice?
You may have seen that the Valencia Region has scrapped inheritance tax for close relatives (children, spouses, parents, grandparents etc)
UK HMRC helpline for inheritance tax is +44 300 123 1072. Just note that the HMRC helplines, except for emergencies, are closed until next week and have been for nearly 2 months.

Please note it took them 10 months to respond to my enquiry on dual tax and still haven't resolved it, simply sent another form to complete.
