My understanding is that a non lucrative visa broadly allows you to stay in Spain but not work in Spain. The working part is of interest to the person I responded to, not the end to end process.
Thanks for the feedback folks. Like Lancelot says, I am just trying to get a handle on what the are of the possible/or impossible is. Probably next stop will to be to speak to one of the immigration experts that are out there, and probably have to fork out some euros!
