Big dog locked in garden.

Can someone please tell me how to get a dog from a garden he has been locked in while the owner is in holiday. A small bowl of water.?

The police will want to ascertain whether or not the dog has shelter, food and water.  Someone could be feeding him.  Ask around the neighbours.
