In short, you will need up to date EPC and habitation certificate, probably a copy of your deeds and a IBI (suma) Bill. If your community permits Licenses and your property meets minimum requirements then
1. Apply at town hall for a certificate of compatibility. If granted then
2. Apply to the office for tourism for the the License. If License issued
3. obtain login codes for registering guests, buy official plaque and complaints forms.
4. Take out appropriate holiday letting and public liability insurance.
5. as you are not going to be in the country you need to decide if you will manage the bookings yourself working with a local keyholding and cleaning company or hand over everything to an agency
6. file quarterly tax returns and pay due tax in Spain and annual tax returns in your home country.
Holiday letting in Spain is highly regulated and not a free-for-all as it is in the UK. You will need to do whole house lets, not by the room. Ignoring any part of the regulations can result in very large fines.
