Hi John, just thought I'd dust off this discussion a little...
About compulsory purchase and abusive elements of the law TRLOTUP, there are big plans around the Vega baja (VB) and Torrevieja to place mega photovoltaic projects, 16 in planning for the VB, some zoned in areas in contradiction to the Territorial Action Plan, and the desalination plant in Torrevieja is scoped to have a huge solar array in the rural area between Almoradi/Algorfa and San Miguel De Salinas, which then connects to Rojales power station, either underground or by arial distribution lines. Lots of opposition to it because it involves compulsory purchase or expropriation of property and it's valuable fertile land in the Campo, against the regulations set in the law. Surely abusive.
I believe municipalities can use around 3% of their common non-urban land for renewable energy projects. Quite lucrative... a case of following the money.
Another thing emerging that might be abusive is planning for road network extensions. I believe they are putting in a bypass in Benijofar which goes through a contentious route. I think the National Highway 2015 plan still has road planning that many thought had been been cancelled years ago (AP-37 was planned to be very close to Catral and Rafal), I very much doubt it will grow legs again but it's really down to the polical party in power and who lobbies (€€) them. The CV-91 & CV-95 widening was a solution but if traffic congestion grows back to where it was when the road plans were scoped then maybe...
For our 'collective' MIT plan we await the submission for the final DATE review/application very soon (unless another hurdle awaits, it's been 'very testy'). Keep you posted....
