Here in miramar we have to have our dogs DNA taken and given a disc on his collar giving the dogs details, the dog poo person randomly takes samples off the street, hopefully those caught get a big fine.
It seems to have cut back on dogshit everywhere but your still going to get irresponsible owners.
I suggest you contact your ayuntamiento and ask them about it. A few of you might want to get together and complain

What a strange thing to say, of course faeces can be DNA tested.
Our ayuntamiento, Formentera del Segura, has also rolled out the tracking system mentioned by Kevin. What's frustrating is that there has been national law against dog owners who allow their animals to foul our pavements since 2013, but enforcement was delegated to the town halls and it seems that those which have done so are still in the minority.
If those members who feel very strongly about this live in areas that have not rolled out the tracking scheme, I suggest you complain to your town hall - the legislation exists to allow them to do this.
