If I purchase a Property that does not have a Garage, is it easy to get permission to build a Garage and also are there any reasons that folk who had a nice Finca built, did not bother to get a Garage for their car built at the same time because they would only be paying one lot of tax ??

Buying a Finca does have its drawbacks as their are restrictions on what you can and cannot do.  Some will not allow you to build anything else on the land if nothing existed beforehand.

On the off-chance you are allowed to build one, how it's build will be dependant on what's required.

If the walls are brick and it has a permanent roof it will be classified as a permanent construction and will require architect plans first before permits and authority is granted.

Most tend to erect car ports - four wooden posts and a fiberglass based roof.  No plans or permissions required as it's classified as a temporary construction.

Hope this helps
