People have been very clear in the information they have given you so not sure why you are "non the wiser".  To receive payments on a property from those staying short-term or for holidays requires a Tourist License.

Oops, I didn't realise the link I gave was so old so I think I've added to the confusion, I must admit I was searching just for the table of the sizes without reading everything in the article:
You definitely need to have a tourist licence if you are renting the property out for payment. Ignore any reference to commercialising as it is no longer relevant.
The rules have changed over the years as people either took the mickey with non declaration of earnings, caused problems for the neighbours and started putting beds in glassed-in balconies, for example. There was also huge pressure from the hotel industry re unfair competition and Spain decided to do something about it. It started off being voluntary and everyone had 3 years, I think, to get a licence which was very much easier at the time. Then in 2018 the rules were tightened and started to be enforced and the deluge of applications showed just how big the problem was.
There is now no way around it, you have to have a licence if you don't want an early morning wake-up call from the Guardia Civil with a fine.
