It’s not quite as nefarious a system as you intimate. It is not practice for several agents to ‘skim’ a %; the agent fee is paid by the vendor, not you. It is quite possible that the developer owns the land already’ but please do not be under the impression that they are ‘con’ artists. There are many perfectly reputable and competent developers, as in everything, you have to do the due diligence.
Yes, the system is different, but that does not of itself make it wrong or untrustworthy.
What you do need to do is to check the legality of the building/proposed building, which can be established at the local Town Hall, Ajuntamiento. One of the usual reasons for it not being legal is the designation of the land on which the construction is/proposed, If it is classed as ‘rustic’ then there are minimum requirements for area of building to land, usually 1 x building per 10000 sq mt; many country property fal foul of this - our own area, being heavily rural, is notorious for this.
Choose your own abogado (lawyer) not connected to the estate agency, many of them do speak English as the whole area is heavily populated by ex=pats.
Many people do mistakenly imagine that the entire system is untrustworthy which really is not the case. The entire legal system is v different from the UK system, which can lead to misunderstandings, and also, as you may well appreciate, totally unrealistic expectations. Really, the majority of agents/builders/etc are not out to rip you off - but dont buy anything from the guy in the bar!!!!!!!
