Bankia have not refunded my Annual 28 Euro Card charge and are charging for Service Charges !!! - Have they changed their Policy ?

Before If I kept over 6k Euros in my acccount - Bankia used to Refund my Annual 28 Euro Card charge, now they are not ! and they are also charging for Service Charges - Have they changed their Policy ?
I bought 2 items on my card, a TV and groceries - is this why I had extra service charges ? as otherwise it's the Normal quarterly community fees and monthly water and electric, there was also house Insurance and residents Tax, Looking forward to your replies, Thx Lee
