Spanish plates

Hi,
I wonder can anyone let me know if it is possible as a non resident ( though a house owner) to register a foreign car on Spanish Plates and if so how to do it

To register a vehicle in spain you must provide proof of a permanent address where you can be located and receive official notifications, i.e. a "Certificado de Empadronamiento" issued by your council (Ayuntamiento).
