Thank you  I do understand Thing is depending on the company thf onr i use have my telephone number and email  They have called me in the past to verify things   My question is was it a different company and if so i still think they should have had permission   What if the next few houses decide they too want lines  If It keeps going i could have a lot and thats NOT ON

And then you might be in trouble for wilful destruction of the cable. 

Don't cut it but settle your dispute with the cable company and the customer. 

Or see a solicitor and sue somebody!!

All joking aside, it's been installed without the owner's permission (it's affixed to her property, hence "installed") and as it's a broadband provider that has done it, as opposed to some official Govt approved agency installing mains power or water (Endesa, etc) I genuinely cannot see how you would get in trouble for removing it.
