Italy uses to nice (north) but now the problem is the same plus it's also littered with homeless Africans sleeping on the streets , begging outside supermarkets and trying to "charge" for reserving your car space....never used to be like that. Shame because it's a beautiful country.
We go back to Italy regularly, the Ligurian coast (Loano to Alassio), There are no parking touts and the immigrants at the supermarkets are helpful as against sitting on the ground begging. They try to help and if possible get tips or the 50c etc from the trolley although really there is not much difference. I lived in Italy for 30 years until 2007 it was just too expensive for us. I was in Rome and Naples for a couple of years and parking touts abounded just like in Malaga today. Palermo in the summer was the same but then again at Los Alamos (Malaga) 1E illegal parking was the norm on waste land near the beach about 3 years ago.
Cities everywhere today are risky and one needs to have eyes in the back of your head and be constantly aware of the people around you.
However we digress somewhat about the best way to complain.
