Hi members. I have been offered a job to start when my first year NLV ends. Would 20hrs per week (part time) be sufficient to apply for a working visa ?.

Your prospective employer will need to apply for a work visa on your behalf. You cannot do it yourself. I doubt that 20 hours a week would be sufficient income to gain the work visa.

Apart from the income factor is it really a vacancy the prospective employer could definitively prove could not be filled by an EU citizen?

They would have to demonstrate that they had tried but failed.

I'm guessing now but I would imagine if a work visa were on the cards it would have to be applied for and granted to commence before or exactly when your NLV expires otherwise I think you'd probably have to leave the country and only return with the visa.

Seek proper legal advice.
Do not rely on layperson’s opinion on this site. 
I went through the process with my Spanish employer to get a work visa and it involved a lot of paper.

I would think that it would be OK to start now. There are no penalties involved with the NLV. 

I would employ the services of a recommended Gestor to help you.
