Irish or EU citizen do no t need to apply for the NLV, that is for 3rd country nationalities. 

EU and Irish passport holders need to sign on the foreigners register within the first 90 days of arrival at the National Police station in the area they plan to live. They will need to prove income and healthcare requirements.
