Strong wind tower crane spinning

Does anyone know if the tower cranes should have a brake when not in use. Tonight the workmen have gone home and the crane is literally spinning over our heads the wind is very strong  it has a heavy bucket hanging over us?

In windy conditions its normal practice for a tower crane to "slew" with the wind, the longer jib arm will end up down wind while the counterbalance end will face the wind, this results in less wind forces trying to push the crane over.

I'd be far more concerned if it wasn't weathervaning and the chances of the bucket falling off are sub zero.
