Would anyone be able to advise if we can obtain our Padron in Altea or Calpe (we have our NIE cards and S1, and signed 6-month rental agreement) when we arrive this September 2020?

Legally only as part of a residency application.

I would imagine so. You say you have NIE cards. Do you mean An NIE number or residency cards?

You should be issued with a padron if you are a permanent resident.

All explained in my padrón and residency guides.

You can apply for a temporary padrón as part of the residency application procedure. Once you've got residency then go back and convert it to a full padrón.

In that case it will have to be Calpe town hall.
