How can I get health/medical insurance card in Cocentaina in order to visit a doctor at Cocentaina health centre. I'm an expat and I have only my passport and Empedronaminto.

Are you registered resident in Spain? What age are you? Are you working, unemployed or retired?
Valid questions from Nakabandi and we await the answers.
In the meantime and on the face of it "I have only my passport and Empedronaminto" suggests non resident in which case you have no business being on any padron.
If you are a genuine visitor then you should use your EHIC but I guess if you'd got one of those you'd have included it in "I have only....", and what about NIE?
If you're amongst the legions living 'under the radar' then going private may be your only option.

I know that I'm allowed by Spanish law to issue the healthcare insurance card (public) as long as I have the Empedronaminto.

Where on earth did you get the idea that you're entitled to health care? That's a load of ball cocks.
At your age you have absolutely no entitlement to state health care unless you've made sufficient contributions to Spanish social security.
If you live here and don't have a residency certificate then you're illegal.
If the town hall gave you the padrón without you proving residency, then you have illegally registered with them.

But Jim don’t you need the pardon first to apply for residency, maybe I am wrong and it’s the other way round.
I think sometimes the Spanish bureaucrats confuse themselves of what’s what.
When I first signed on the pardon over 10 years ago, there were 16 other names on my pardon for a 4 bed villa. When I told the town hall clerk to take them all off he was well put out.
If Safir is on the didle is it any surprise given examples set by government officials.

The normal system these days is that the town hall will give you a temporary padrón to see you through the residency application. Once you've got that, then you show the residency certificate to the town hall and they give you a full padrón.
It's unfortunate that some town halls abuse the law by allowing people who aren't entitled to sign on the padrón, simply to boost their income.
