To become resident all you need as a EU beneficiary is apply in your nearest police station for a "certificado de residente comunitario" (tax and police matter). Register in the "padron" is a cuncil affair and not a must. Some institutions request this as proof of residence.

The padrón in Spain has two main purposes:

  1. Census
  2. Local, regional, national, or European elections.

Through the census, authorities calculate how many public services each area needs. The more people registered, the more services an area receives. El padron is essentially Spain’s population register.  The padrón is a local certificate you receive after registering at the town hall where you live. The certificate for the padrón in Spanish is the certificado de empadronamiento.

Not sure if you are aware,  but being on a Padron does not mean you will become “permanent residents” in Spain

To register for residency in Spain, as an EU citizen:

You will need to prove that you have healthcare cover (min 12 months) for you and your family. Unless you are already in active employment in Spain and paying into the Spanish social security.

You will also need proof that you have sufficient funds for you and your family. You can then register as a temporary resident for 5 years.

You would need a Padron in order to have a Spanish residents permit. The Pedron is issued by the Ayutamento.
