I've found this document, also from the government, which confirms the situation and leaves even less room for excusing the misleading info on the site.
They are playing with people's lives and futures!

HI Everyone.
Lots of really useful replies here. Thanks only to you I've found a company called Expat Services in Alicante Which I intend to use.
