I assume by SUMA you mean the IBI or council tax. SUMA is the name of the company that collects taxes on behalf of the local council.
The rate you pay depends on the size and amenities in your property which includes the land. It is based on the rateable value of the property so if you have a large property with large grounds, swimming pool and so on you will pay more than someone with a small apartment and no outside area. For example, I have a 3 bed property with medium sized front garden and smaller back garden. No swimming pool but a storage shed which adds to the built area. My IBI is just about 250 euro a year. At the end of the block is a 4 bed, 5 roomed house with large outdoor area including bbq type kitchen next to a swimming pool with a garage and his IBI is 750 euro a year.
If you think your bill is too high you should ask neighbours with similar sized properties and amenities how much they pay and, if you are paying a lot more then you could query it with the ayuntamiento.
I've heard of a lot of people using Wise who have had to physically go to the SUMA office and set it up. This will also set up payments for rubbish collection, car tax etc all of which are municipal taxes.
