It can take a few weeks before one becomes available so keep checking daily

I'm really surprised to hear this Jan. I would have assumed that the Residencia certificate would be valid ID for a licence exchange at the very least until 31.12.20
Would be good to know which officials told you this?

Hi Jan21,
I've heard of this happening in the Murcia region, but didn't know it was happening in our region too. It's really important to give this feedback to the British Consulate, as it would appear that some DGT offices are making up their own rules and we need to know which offices are saying this. The goods news about driving licence exchanges is that, unlike residency/TIE, you can apply to any DGT office to do the swap, but there'd be no point applying elsewhere, if this issue is more widespread than just Murcia. Which office told you this please?

How do you know what Jan has said isn't true, when we don't know which DGT office told her this? And you haven't said at which office you did your own exchange?
It would be really helpful if you'd both tell us where you did/tried to do your exchanges.
