When we bought 14 years ago, the place was a dream, unfortunately in recent years it has gone downhill. Although we pay a reasonable amount each year for the upkeep of our pool, lights, roads etc, I personally feel they arent kept up to standard. I dared to mention this to the'president', and was basically told to mind my business. This I feel is why she is digging her heels in regarding the paint job. I wont however back down, until I have too.
Good luck in getting a response from the powers that be, but I would say, as far as building works go, please be careful, as it is a minefield. Perhaps ask one of your resident neighbours if they can give you any information.
I do hope you can obtain some clarity, there is an AGM in August, not sure of the date, but someone around you will no, might be worth attending.
