I need to apply for a minor works liscence
Do I need to speak Spanish
CAn it be applied for online
Where can I get the form
Where do I have to take form if I can’t apply online

You can't do it online and will have to go to the planning department at Torrevieja town hall.

Many thanks for this I assume that you require some drawings of the works or is a description enough
Also is it likely anyone will speak pigeon English in the town hall or will we need get someone to come with us

Sorry, but I don't know what your town hall require. Some town halls seem to be happy with a simple sketch, provided it shows location in respect to the house, but include measurements on it, along with the estimated cost of doing the job. I think Torre charge 4% but again I'm not sure.
In somewhere like Torre I'm sure there will be English speakers, but not necessarily in the planning department.
If you get a builder to do the job, it would be easier to ask him to get the license for you.
