Rio Park end of july

Hi  apparently, according to jet 2.com .we are still coming to rio park on the 28th of july, Do you know if all shops ect will be open, and if we would be able to hire a car. I know holidays are the least of peoples problems, but just wanted to cavass your opinion as it is only 8 weeks away. Thanks Dave,

8 weeks is a long time and anything can happen. Hotels and tourist accommodation are opening up to Spanish residents under strict conditions and limited capacity although I'm not sure if it will be financially viable for all of them.
As it stands the UK FCO advise against all but essential travel and will insist on 14 days isolation on your return so for most people wanting to visit, that will be an issue. Spain's borders are still firmly closed and with the UK apparently considering opening up routes between low risk destinations even though the UK is not a low risk country itself, they did say it wouldn't include Spain as it is too high risk. Pot and kettle come to mind.
If you can get here then most bars and restaurants that haven't gone bust already will be open and only time will tell if any distancing measures are still in place. The beaches are also opening up again but Spain will want to wait to see if the infection rates start rising again following the relaxations.
I guess it will be possible if infections stay low but out of the question if they start rising again. If it starts rising again within closed borders then the last thing we will need is people coming in from other countries to add to the misery.

Edit: The hotel is currently showing as temporarily closed.

There has today been a formal discussion amongst 10 Southern European governments  and German Minister of Foreign Affairs Heiko Maas, where a principal agreement has been reached to open the borders for EU tourism before the start of Summer holidays. This is as expected and as I have told on this forum since several weeks. 

Unless there is a resurgence of Covid19 infections and hospitalisations, Continental EU residents will be able to vacation in Spain (albeit maybe with some restrictions,  ). 

The Borders with Spain are not firmly closed by the way. Each day, thousands of cars and lorries pass the Spanish borders, just not for tourism purposes.

Correction:

Spanish hotels are open to anyone. Not only to Spanish residents. However, the borders at this moment do not allow tourism entry.

Oh dear, it seems as if we are not going to agree on this one but several weeks takes us back to the end of March when I can't believe anyone was seriously making arrangements for tourism to open up again for the summer season, the UK didn't go into partial lockdown until 23 March and continues to let in thousands of travelers every day by air with no checks whatsoever..

I believe this may be what you refer to and it does seem to be Germany's plans only and the word caution is prevalent.

"Maas said he hoped to lift GERMANY'S blanket travel ban after the current one expires on June 14 and instead offer guidance for individual countries. But he still struck a cautious note after the talks"

Of course, with infection rates reducing across most of the EU some form of tourism may be allowed between certain countries but with Boris only starting the 14 day self isolation from 1st June it would be very short lived if the skies will be re-opened from 1st July. Again, this is not out of the question as his agreement with the French was soon overturned.

You also said that it would be an EU wide lifting of travel restrictions but again this doesn't seem to be the way things are going as most EU countries have made their own rules for cross border travel throughout the crisis.
