electing a new president

We are a community of 25 houses,our president is retiring next year,. he has tried to resign but nobody has wanted the job, we dont have a vice president! Can we pay someone not living in the community, with knowledge to do it'? There is no point in drawing out of a hat and forcing them to do it, they can create all sorts of muck ups, costing us all a great deal of time and money. The breakdown also will cause problems norway german swedes etc, if we forcibly elect said person they will cite language ignorance and leave us in a mess, also if they are elected they may be away for several months a year!!John.
