I would like to add some clarity to this.
Underfloor heating can be provided by a variety of means. In the UK it is predominantly via a gas boiler.
In most places in Spain, natural gas not available via a gas supply, like most are used to in the UK. This means the way you can provide heating can be as follows: a)Electric system, not a wet system, b) Electrically heated water, c) gas tank install to supply boiler, d) solar provision d) pellet burner etc
Electricity is very expensive. I would highly recommend against using a dry electric type of underfloor heating (I had this in the UK and NEVER used it due to cost!)
Instead of gas bottles, you can have a gas tank installed and this provides the boiler, like a typical UK system, but the gas (or oil it should be noted) comes from a tank.
My preferred choice is pellet burner with a backwater feed. The simple logic is that you want your underfloor heating on typically when you would also like some space heating in the room (a fire!)
The decisions you need to make are fairly straight forward. Is the subfloor well insulated? (If not, then the system will be inefficient as at least 50% will simply soak into the concrete slab!) Consideration for the floor covering type. How long do you intend to stay in the property as the payback could be a number of years. There are more, but for now... that's a taster.
So the cost.... A good combi boiler will be up to 200€ to buy, you will then need to understand the gas tank (or oil tank) arrangement with your supplier. Pellet burners really do vary in cost, needs to have a secondary water heating option remember. The piping, manifold and layout grid will cost around 2500€ for a 200sqM cover (That is an approximation not a quote!)
Then don't forget you have installation and that can vary massively depending on your property type, condition and layout etc
Hopefully, that helps. It is intended as a flavour, not a comprehensive guide!
As a designer, fitter and user, both in the UK and Spain, I can say that not every installation is suitable

We have already had the electric system fitted in the living room so unfortunately a bit late to have a new system installed but thanks for your input.
We have a gas fire and other heaters too so we won't have to rely on the underfloor heating if we find it gets too expensive to run. Hopefully your advise may be useful to others though.

To comment further on a couple of points, I would not agree that in a domestic setting Gas powered was more prominent in the UK than Electrical Powered, and certainly not used much as a retrofit in an existing home. In the UK, as in Spain a percentage of homes do not have Gas supplies, especially many modern Apartment blocks .
Most underfloor insulations use insulation boards between it and its subfloor to efficiently reduce heat loss , plus, cheap rate Electricity tarrifs combined with the Electric Timer installed with the Underfloor heating allows for more economical usage.

I concur, the electrical ones are a simple install, less 'risk' overall, but most systems I was called to were not used because of the running cost
