If it's the SUMA you are looking to pay try www.suma.es there is an English version.

Whoever is known by the DGT as the owner of the vehicle on the 1st January is responsible for the annual tax for that year and you do not have a book for it.  Here in Alicante Province car tax is collected by the SUMA agency and, if you owned the vehicle on the 1st January this year, you should receive your bill around the end of March or early in April for payment at a Spanish bank (shown on the back of the bill) before early June - that is unless you have set up a Direct Debit with your Spanish bank.

I don't know if you have heard of it but the website called N332 deals with anything to do with driving in Spain.   It is run in collaboration with officers of the Guardia Civil (Trafico) for English speaking people.   On the website there is also an English version of the Spanish equivalent of the Highway Code.
