Ok so i've gone down the Correos route and the requirements are as follows:

Take you recidencia and original NIE

Pay the 29.90e fee

Give them a phone number (no idea why)

Give them your car registration details (no idea why as you may not have a car, maybe a security test with trafico?)

Sign the electronic pad.

That's it!. I was amazed. They gave me a printed temporary license and receipt and told me the replacement would arrive in the mail. No idea when but i'm hoping it turns up before the temporary licence runs out.

So all in all a very efficient (touch wood) service. Saves a lot of hassle messing around with denuncias and travelling to Elche etc. I am quite impressed. Normally things are a mission.

Thanks Jim for your assistance. Without it i would of had no idea the Correos route was a option.

That's very useful feedback - thanks a lot. Some of the requirements do seem strange, like both residency and NIE, but I suppose that's normal for Spain.

I did take my passport as well just in case and i even had it in my hand when i went up to the desk. The clerk didn't even look nor ask for it. She obviously felt that the residents card and NIE were sufficient.

And another question: my wife's late husband died some 20 years ago but Tráfico when replacing her licence recently insisted on keeping his name as the surname although we have been married 16 years! The Reconocimiento de Conductores centre was unable to persuade them otherwise! Everywhere else the correct name is recorded.

Any ideas how to change their minds?

It's an interesting question, but I don't know the answer. If the following two comments are correct, then I think that DGT could be correct.

If your wife's former marriage took place in the UK, then her surname would have been that of her then husband.

If you and she got married in Spain, then her surname wouldn't change. All you could do would be to append your surname to her name, so for example she's become Mary Bloggs de Printer.

I was under the impression that the Spanish naming convention only applied to those with Spanish citizenship, and that for foreigners the applicable convention was that of their home country. However, I haven't been able to find anything in law to confirm that. I've looked at the consolidated Ley 20/2011 but can't see anything relevant in that.

After 34 years here, I know that two surnames are used whilst only one in UK. In fact we were married in KZN, South Africa where things follow the UK pattern. 

My experience is that all Spanish authorities refuse to change anything after marriage until the new name appears in the passport. These are so expensive that we waited until the old ones expired and a new ones with the correct names were issued before trying to get the name changed with each authority. Only Tráfico has been obstinate about the matter - everywhere else the name was changed without any difficulty.

Thus I suspect that they are wrong!

Given what you say, it definitely seems that Tráfico are wrong, but how you persuade them I'm afraid I've no idea - unless you try a different office to the one you've tried.

I am currently pursuing no less than four formal complaints against various Spanish admin bodies. I do everything on line as (i) telephone conversations cannot be verified and (ii) my hearing is very poor although I speak and read Spanish wihout difficulty. I had success against Telefónica a little while back - it took 4½ years but I got €360 back for double charging. They try to hide behind the new name Movistar but we all know who they are!! The latest ones are against Correos (failure to deliver a notification of a fine which led to a doubling of the amount), Iberdrola (failed meter and estimated charging for a long period of absence from home whilst there was no consumption), Seguridad Social (fines levied when their internet site blocked reception of notifications) and then finally a claim against several banks for refundable mortgage set up costs. The procedures are EXTREMELY slow but I hope to have some cash back within two or three YEARS!! It's a case of dogged determination not to be robbed by administrative incompetence and negligence. I hope that gives readers some hope in such cases!

Thus I think I'll carry on for now with a wife bearing the name of her deceased husband! If the guardia stop her she'll just say that the driver died 20 years ago!! A.P.

the new traffico office in Elche is amazing...easy parling...easy to get to...lots of desks...i was in there like 5 mins to buy a new car and the procedure...
