Sounds like the police need to update their website, as this is what they say for Elda - no mention of NIE:

We moved to sax last year, and i did my NIE in Elda.
Took most of the day to do it, and was walked through it by our solicitor.

Hi There we bought a property just outside Sax and we had Rafael in Aspe handle our purchase. He is Spanish but speaks English fluently and he handled all our purchase and NIEs (I think it was in Elda we did them wit Rafael) and Bank accounts etc.
