Question: if perhaps 16% of the population of a town or city don't like something, let's say a statue, should it be removed without question, or should the local authority consult the electorate before deciding what to do?

As regards Banksy's suggestion I think he's coming at this from the perspective of: we can't change our colonial past, but we can learn from it and change our future. Whether you agree with his idea or not, if that's the premise behind it, it is quite laudable.

The 16% refers to the number of BAME people in Bristol, 2% is the number who attend the protest that pulled down the Colston statue. 

As to ethics & morality changing, I didn't suggest otherwise. My point was that if you act on the basis of one minority you will likely offend another minority; as has happened in this instance with those recovering the statue. 

As for retaining memorabilia of a bygone era, I think you will find that German may not have retained statues of Hitler, but they have retained many reminders of their past so they don't forget it e.g. Auschwitz. This is why I said, we can't change our history but we can change our future for the better if we remember it.
