Question: if perhaps 16% of the population of a town or city don't like something, let's say a statue, should it be removed without question, or should the local authority consult the electorate before deciding what to do?
As regards Banksy's suggestion I think he's coming at this from the perspective of: we can't change our colonial past, but we can learn from it and change our future. Whether you agree with his idea or not, if that's the premise behind it, it is quite laudable.
