...hat I am asking about the 90 day stay for. If I am to understand correctly then after staying 90 days he has to be back in England for 90 days before he can return for the next 90 days ?

From my experience I would say it is best to use the Schengen calculator. The 180 days is a rolling 180 days not a fixed time period. If you put your dates into the calculator you will see how this works out. 

 If someone stays 90 days then it is simple - another 90 days before they can return.  If you stay in smaller periods than 90days then the calculation of what is allowed is best done using the calculator....
