This link explains the process and documents required:

https://upsticks.es/padron-certificate-what-is-it-how-to-get-one-and-why-do-i-need-it/

The following link will take you to the Villena Council website:

You will more than likely have to make an appointment and it is normally one appointment for each individual. I can't speak for Villena but here in Benidorm the document is issued straight away if all information is presented.

It will depend on how busy your town hall is. Our town with a population of about 17,000 and they do them on the same day. Takes about 10 minutes maximum. Or you can hand the forms in and go back and collect the next day.

Torrevieja with a population nearer 100,000 and it can take a week just to get an appointment.

Just pop along to the town hall and ask them what their procedure is. They may see you there and then or they may need to make an appointment. Either way I wouldn't think you'd be waiting too long.

In most towns the Padron (short for Empadronamiento) is provided by the local town hall - for some you require an appointment and for others you do not.   Cost is usually quite minimal.
