Aguas Calpe Water Company- Contractual Obligation For Payment Of Bills- Some questions

After having gained entry to our property after help from the Police to prevent us being obstructed by our evicted tenants family , we found that the water supply was cut-off .
We traced the supply pipe to a water meter up on the roof (with lots of others ) in a locked metal caged area. We couldn't identify all of the meter number because it was covered with a sticker saying that the meter was sealed for non-payment.
When we asked Aguas Calpe to conduct a search of the disconnected 'partial water meter number' , they identified the water meter and gave us the contract details . It is contracted to some stranger whose address was linked to a 1st floor flat in our building that looks derelict.
Therefore we are now unsure whether the water meter (and supply pipe) is actually for our 2nd floor flat or the 1st floor flat .
Are the addresses on their systems the 'mailing address ' or the 'physical supply site address'? If its the mailing address , won't they lose track of which water meter supplies the physical site address?
Anyhow , we cannot be certain that the disconnected water meter is actually for our property and asked them to confirm by sending one of their people around . But they wouldn't budge an inch and said if we wanted the 'sealed off water meter' reconnected (to check if it does supply our property) that we would have to pay the outstanding bills and reconnection charge .
So they won't send anyone around to confirm the correct water meter for our property but are forcing us to pay the bills of another contract owner and possibly somebody else's water meter supply.
Even if this water meter is for our property , why should we pay the bills if the contract is under the name of someone else? Understand we might have to pay for the reconnection charge but why are 'Aguas Calpe' forcing us to pay the other bills ?
Further , how was some stranger allowed to contract our water supply under his name? Surely they must have some proof of ownership of our property.
I was hoping to find the CEO of this company and send a formal complaint directly to him about their poor checks and procedures.
