You can pay it, with or without a bill, at www.suma.es - either complete the form at the top of this page, or scroll down to see the instructions for how to pay without your latest bill:

Mainly because it makes it obvious that it will accept the registration number as reference.

I have been told that that don’t do it in Alicante City. If I don’t have the bill, how can I pay it.

If you don't have a current or previous bill, use the link that Steve has provided and you can enter you car registration number instead. Once the system has identified the outstanding bill, you can pay with a credit or debit card.

The link I provided says something like "only in payment period", do you know if it works when the normal payment period has expired?

Hi Steve,
Yes, there are some bills that can't be paid once the billing period has expired - you have to contact SUMA to get a new payment reference. Probably best if cadyjay contacts SUMA's helpline - it's open weekdays and also Saturday mornings, and you can ask for an English speaker:
