We've done the long route through France and used hotels that accept dogs (Ibis) its quite straightforward but long in a car and not much fun. 2/3 days maybe 4 from Glasgow.
Alternatively the Portsmouth/Plymouth Brittany Ferries route to Santander/Bilbao. 24 hrs plus, you journey with dog cabins or outside kennels with walking areas on the deck of the boat. There are limited cabin spaces, however with not so many people travelling you will probably get a cabin. Then an 8/9 hours drive direct to La Marina. Cabin/kennel depends on how pampered your dogs are.
The costs are roughly the same, the long ferry is much more expensive however you don't have the fuel/hotel costs.
It may be dependant on your sea legs ? As the bay of biscay in November can be rollercoaster and also of course the dreaded Covid restriction with travel between regions looking more likely to become stricter. And possibly even France/Spain border issues as time goes on.
We always role the dice now with the long ferry. Take a travel sick tablet and catch up on our sleep.

I would also suggest keeping an eye on the N332 Facebook page for information regarding regulations in respect of Spain. It is run in collaboration with officers of the Guardia Civil for English speaking people. Also the following was put on there last night - it is to do with France. The President of the republic, Sr. Emmanuel Macrón has just announced a second national lockdown from this Friday.Borders will remain open to citizens from the EU and closed to the rest.The new measures will be in force until December 1st and reassessed every 15 days to see if they are working, he added.
