My understanding is:
Someone I knew wasn't resident, but wanted to buy a car. The car dealer (rightly or wrongly) insisted that he needed an up-to-date Certificado de Empadronamiento (padron certificate). As a non-resident, the guy didn't have one and so he went to the town hall to get the 'official' answer.
The town hall told him "just pretend you live here all the time"!
So there you go, that's the official answer!! Haha.

Prompted by TonySue, and with Brexit in mind, non-EU citizens living here have to renew their padrón registration every two years if they don't have a permanent residencia card.

...t you have to produce physical proof that you are on the Padron after this 3 month period you must go to the Ayuntamiento and ask them for an updated copy of your Padron certificate.
At the end of the 3 month period the document expires but you are still registered on the Padron, you just do not have the document to prove that if you need one. Hope this makes sense.
As we are not here for more than 3 months a year we are not entitled to be on the Padron. This is official. Thank you for your help. Regards, Susan

Don't do it - it's illegal to register on the padrón if you're not resident.

Thank you I will not register until I decided to come over I was only asking the procedure of registering as and when we are come over permanently.
