With all respect, but once again, the UK has no right to forbid this whatsowever accrding EASA, IATA and has to abide by the EASA regulation and the IATA regulations of the airlines.
Problem with the UK Nanny State is that they think they are better than the rest, the opposite is true in reality, and they invent rules that do not comply with the regulations they signed for with EASA and EU reg....

Small Pets, especially cats, in the hold are an absolute no no, as this is extremely stressful , lots of animals die, and treatment by the bagage loaders is sometimes horrific and bordering torture.
I would personally take this issue to the highest authorities, as once again, it are the AIRLINES and the country of destination who decide on if a small pet is allowed to travel in-cabin.
